i wasn't with the city or wasn't sure what the city's level of engagement on the law but the community choice aggregation law was authored by then assemblywoman caroll migdon, so it was a san francisco initiative. through the legislative process, most parties supported the overall gist, if you will. my recollection is the effort to have it staged as an opt-out as opposed to opt-in was informed by efforts on the telecommunications side, where with deregulation and the allowing of competition within telecommunications market, where it wasn't just local phone service by pac bell anymore. long distance and local phone service competition was an opt-in type of program. there was dissatisfaction with the amount of penetration that was achieved by competitors when that market was attempted to be opened up. so i think that influenced the thinking of the policymakers at the -- in the assembly and senate oversight committees that oversee electric telecommunications issues, because those are combined committees. back in 2002, when that happened, that is my recollection of the formation and dialog

san francisco is an amazing city. i've only been in the bay area three years, san francisco for a year. i love it here. i talk about it at home regular. but with that being said, we can't act like these students over here, the black and brown students are dirty laundry and we're not going to address their needs. we can't act like we're successful over here and amazing to the nation, but we're not going to come up with innovative ways to address what's happening here. so, immediately we do need credit recovery. we need options for these students who are one class plus or more off track to graduate. that includes other options besides online because even with the online options, our young people have said, yeah, we can finish t but i'm not learning anything. and we really don't even have accurate data of what is the completion rate of our young people in credit recovery with the online courses. at least we ask over and over and have not been able to receive that. in addition to that academic support, because we want to

there are thousands of units that could be utilized for rental housing in this city. and i think if you would loosen some of thesis regulations, so that people would not feel that if they rent to someone for a couple of years, it could turn into a couple of decades and it could cost them $20,000, $30,000 when they are old and need to move in themselves or move their grandmother in what she is old. how about just thinking about making it a little bit easier for owners to re-access their places? you shouldn't have to pay hundreds of thousands of dollars to pay somebody to leave, so that they can avoid having a scarlet a on their title. i don't think most owners really want to be inn keepers. and for myself, it wasn't the low rent that made me so happy to get rid of this person, although it was a non-payment issue. it wasn't the low rent at all. it was the fact that she was abusing our place and had a permanent hold on it as along as she paid that rent. so think about make something concessions to owners. we're not ogres and not the enemy. maybe we could all just wear ye

that is a bigger issue i think the city needs to take a look at. i want to make that comment. a lot of this was geared about our assets. i think we deserve a larger and more thorough conversation in the future. when we talk about why it is we couldn't purchase the facility, why is it that we lost out. i know the city was in the process of doing it, trying to acquire that, from my understanding. the simple matter is we are a public agency that moves slower than some of the other entities. we have less to trade with. for example, property and other things. for these inherent reason and multiple boards, we are slower and less nimble to respond to certain deals that come up in the marketplace that happen very quickly. so i think we all need to recognize this so we can blame and point finger about mta about why didn't you pull the trigger earlier but the fact of the matter is we have a slower process, more deliberate process because we are a public entity. i think that is an important piece to say. in terms of timing, i think that there's questions about what we can get with more t
